PM-23-050: 2023 Crop Year (CY) Common Crop Insurance Policy and Area Risk Protection Insurance Harvest Prices Announcement

For the Common Crop Insurance Policy and Area Risk Protection Insurance, the Risk Management Agency (RMA) approved 2023 CY harvest prices for insurance offers with a harvest price discovery period of August 1, 2023, through August 31, 2023. These values may be viewed in the attachment and on RMA’s Price Discovery portal, located here: public-rma.fpac.usda.gov/apps/PriceDiscovery

These values will also be available at the following locations on RMA’s website by September 6, 2023:

In accordance with Section 15 of the ARPI Crop Provisions, Section 10 of the ECO Endorsement, Section 14 of the MP Crop Provisions, and Section 10 of the SCO Endorsement, approved final county yields, final county revenues, harvest revenues, harvest margins and payment factors for the 2022 crop year will be available by close of business today in the following formats:

Actuarial Release 23-010

Background

The Federal Crop Insurance Corporation has expanded the number of counties where certain crops are insurable for the 2023 crop year having a November 30 through December 31 contract change date. The following attachment, 2023 Expansion of Existing Spring Crop Programs, lists the expansion by crop, state, and county.

Action

Approved Insurance Providers should advise producers of the expanded county crop programs for the 2023 crop year.

The 2022 CY harvest prices shown below are approved for the following plans of insurance: Revenue Protection, Area Revenue Protection, Revenue Protection with Harvest Price Exclusion, and Area Revenue Protection – Harvest Price Exclusion. The harvest prices are applicable for the crops, practices, sales closing dates, and states indicated in the following table.

Background

The Risk Management Agency (RMA) derives prices for certain programs by applying factors and premiums to conventional projected and harvest prices established in accordance with the Commodity Exchange Price Provisions (CEPP). The factors and premiums for organic rice, organic cotton, popcorn, organic popcorn, confectionery sunflowers, organic sunflowers, grain sorghum, and organic oats are provided below.
