PM-22-040: Commodity Exchange Price Provisions for the 2023 and Succeeding Crop Years

Background

The Commodity Exchange Price Provisions (CEPP) are used in conjunction with either the Common Crop Insurance Policy Basic Provisions or the Area Risk Protection Insurance Basic Provisions, along with Crop Provisions for the following crops: barley, canola/rapeseed, corn, cotton, grain sorghum, rice, soybeans, sunflowers, and wheat.

The CEPP specifies how and when the projected and harvest price components will be determined. The CEPP contains two sections:

MGR-22-002: New Relay Cropping Practice Insurable by Written Agreement for Soybeans Seeded into a Small Grain Crop for the 2022 and Succeeding Crop Years

Background

Climate change, soil degradation, and depletion of natural resources are becoming prominent challenges for crop productivity and environmental sustainability in modern agriculture. Producers using conventional farming systems have limited choices available to cope with these issues. RMA has received questions from policyholders and Approved Insurance Providers on whether relay cropping is an insurable practice.

Relay cropping is defined as:

The 2022 CY projected prices shown below are approved for the Yield Protection, Revenue Protection and Revenue Protection with Harvest Price Exclusion plans of insurance. The 2022 CY volatility factors shown below are approved for the Revenue Protection and Revenue Protection with Harvest Price Exclusion plans of insurance. The projected prices and volatility factors apply to policies with a January 31 sales closing date and are applicable for the crops, types, practices and states indicated below:

MGR-21-013: 2022 Crop Year County Spring Crop Program Expansions

Background

The Federal Crop Insurance Corporation has expanded the number of counties where certain crops are insurable for the 2022 crop year having a November 30 thru December 31st contract change date. The following attachment, 2022 Expansion of Existing Spring Crop Programs, lists the expansion by crop, state, and county for the permanent (non-pilot) program.

Action

Approved Insurance Providers should advise producers of the expanded county crop programs for the 2022 crop year.
