The APH Yield Exclusion allows an actual yield to be excluded for a crop year when RMA determines the county per planted acre yield for a crop year was at least 50 percent below the simple average of the per planted acre yield for the crop in the county for the previous 10 consecutive crop years. When a crop and crop year is determined to be eligible for yield exclusion in a county, producers in contiguous counties will also be eligible to exclude their actual yield for that crop and crop year.
RMA determines years eligible for exclusion by county and irrigation practice (irrigated vs. non-irrigated) beginning with the 1995 crop year. To assess eligibility for yield exclusion, historical yields were compiled for each crop, county, and irrigation practice back to 1985. Yield histories were compiled based on yield data reported and collected through the crop insurance program, county estimates data reported by the National Agricultural Statistics Service (NASS), and/or T-yields utilized by the crop insurance program. Crop insurance yield data was utilized as the primary source of data when five or more distinct producer reports existed for the year, county, and irrigation practice. NASS County estimates where utilized if crop insurance yield data did not exist (or was not sufficient) and if the yield reported by NASS was reflective of the given irrigation practice. T-yields were used in the calculation of the prior 10 year average if three or fewer years of actual yields were missing.
To determine eligibility for exclusion, the year evaluated must have actual yields (crop insurance yield or NASS yield) for at least 7 of the 10 previous years, with T-yields making up the rest.
