Conversion of Federal Crop Insurance Corporation (FCIC) Crop Insurance Products from Pilot to Permanent Status

Background 

FCIC identifies pilot programs as those being tested to determine whether they are accepted by producers as effective and affordable risk management tools and to assure they are actuarially sound. Once testing is complete, the FCIC Board of Directors (Board) votes whether to make the program permanent in accordance with procedures found in the document titled Risk Management Agency Permanent and Pilot Designations at www.rma.usda.gov/policies/2017policy.html. Upon Board approval, the Risk Management Agency (RMA) will notify the public that the program is permanent, and the effective crop year of permanent status following notification.

The Farm Service Agency (FSA) uses the RMA designation of pilot or permanent program in their consideration of Noninsured Crop Disaster Assistance Program (NAP) availability. NAP availability is not impacted until the subsequent year if the RMA notification of conversion to permanent status is issued less than 90 days before the next NAP application date. NAP availability will solely be determined by the FSA.

The following FCIC product(s), associated with the Florida Fruit Tree policy, have been determined by the Board to be permanent and are being converted from pilot program status to permanent program status for the crop year listed below: (Note: NAP is not available for trees, so the conversion of the crops in this table has no impact on NAP.)
