BACKGROUND

The Risk Management Agency (RMA) issued Product Management Bulletin PM-25-072 on December 3, 2025, announcing changes to several policies under the EARP Final Rule. In accordance with PM -072, RMA is releasing the revised Guaranteed Production Plan of Fresh Market Tomato Crop Provisions, which has a December 31, 2025, contract change date.

ACTION

The Guaranteed Production Plan of Fresh Market Tomato Crop Provisions (26-186) will be available today on the RMA website at www.rma.usda.gov.

BACKGROUND: 

On November 28, 2025, the Federal Crop Insurance Corporation (FCIC) published a final rule amending Subpart X - Interpretations of Statutory Provisions, Policy Provisions, and Procedures; the Area Risk Protection Insurance, Basic Provisions; the Common Crop Insurance Policy, Basic Provisions; and several Crop Provisions. The changes are effective beginning with the 2026 crop year for the November 30, 2025, contract change date and for the 2027 crop year for crops with a contract change date prior to November 30, 2025. 

For the Common Crop Insurance Policy and Area Risk Protection Insurance, the Risk Management Agency (RMA) approved 2025 CY harvest prices for insurance offers with a harvest price discovery period of November 1, 2025, through November 30, 2025. These values may be viewed in the attachment and on RMA’s Price Discovery Portal.

These values will also be available at the following locations on RMA’s website by December 3, 2025:

For the Common Crop Insurance Policy and Area Risk Protection Insurance, the Risk Management Agency (RMA) approved 2025 CY harvest prices for insurance offers with a harvest price discovery period of October 1, 2025, through October 31, 2025. These values may be viewed in the attachment and on RMA’s Price Discovery Portal.

These values will also be available at the following locations on RMA’s website by November 5, 2025:

For the Common Crop Insurance Policy and Area Risk Protection Insurance, RMA approved 2026 CY projected prices and volatility factors for insurance offers with a projected price discovery period of August 15, 2025, through September 14, 2025.
