PM-24-082 Flax Revenue and Expanded Unit Options for Crop Insurance Final Rule Effective for the 2025 and Succeeding Crop Years

BACKGROUND:

On November 27, 2024, the Federal Crop Insurance Corporation (FCIC) published a final rule in the Federal Register that amended the Area Risk Protection Insurance (ARPI), Basic Provisions, and various Crop Provisions.

The following changes apply for the 2025 and succeeding crop years for the November 30, 2024, contract change date and for the 2026 and succeeding crop years for crops with earlier contract change dates:

In accordance with section 3(e)(1) of the Basic Provisions, the Risk Management Agency is providing additional 2025 CY price elections for Southern Highbush blueberries in Georgia.

MGR-24-006.1 Additional Emergency Procedures for Crops Damaged by Hurricane Helene and Continuing Impacts from Hurricane Debby

BACKGROUND

On October 3, 2024, the Risk Management Agency (RMA) issued MGR-24-006, Emergency Procedures for Crops Damaged by Hurricane Helene and Continuing Impacts from Hurricane Debby, authorizing emergency procedures for all counties in Alabama, Florida, Georgia, Kentucky, North Carolina, Ohio, South Carolina, Tennessee, Virginia, and West Virginia impacted by Hurricanes Debby and/or Helene.

Since the issuance of MGR-24-006, RMA has received requests for additional emergency loss adjustment procedures and information regarding interest deferral.

MGR-24-006 Emergency Procedures for Crops Damaged by Hurricane Helene and Continuing Impacts from Hurricane Debby

BACKGROUND:

Hurricane Helene caused catastrophic damage in Alabama, Florida, Georgia, Kentucky, North Carolina, Ohio, South Carolina, Tennessee, Virginia, and West Virginia. There are also continuing impacts from Hurricane Debby in Florida, Georgia, North Carolina, and South Carolina. The Risk Management Agency (RMA) recognizes the need for authorizing emergency procedures to streamline certain determinations to accelerate the adjustment of losses and issuance of indemnity payments to crop insurance policyholders in impacted areas.

PM-24-049 Fire Insurance Protection - Smoke Index (FIP-SI) Endorsement Effective for the 2025 and Succeeding Crop Years

Background

On May 23, 2024, the Federal Crop Insurance Corporation (FCIC) Board of Directors approved the Fire Insurance Protection - Smoke Index (FIP-SI) Endorsement. It is available beginning with the 2025 crop year as additional coverage for the Common Crop Insurance Policy, Basic Provisions and the Actual Production History Grape Crop Provisions in counties located in California. The coverage provided by this Endorsement may be combined with the Supplemental Coverage Option (SCO) Endorsement or the Catastrophic Risk Protection Endorsement (CAT).
