PM-24-039.2: Expanding Options for Specialty and Organic Growers (EOSOG) Final Rule Effective for the 2025 and Succeeding Crop Years

BACKGROUND:

The Risk Management Agency (RMA) issued Product Management Bulletin PM-24-039 on June 27, 2024, announcing changes to several policies under the Expanding Options for Specialty and Organic Growers (EOSOG) Final Rule. The Common Crop Insurance Provisions Basic Provisions, Area Risk Protection Insurance Basic Provisions, and 7 individual Crop Provisions were released at that time.

PM-24-039: Expanding Options for Specialty and Organic Growers Final Rule Effective for the 2025 and Succeeding Crop Years

Background

Today, June 27, 2024, the Federal Crop Insurance Corporation (FCIC) published a final rule in the Federal Register that amended Subpart J (Appeal Procedure), Common Crop Insurance Policy (CCIP), Basic Provisions and Area Risk Protection Insurance (ARPI), Basic Provisions, and various Crop Provisions.

PM-21-071: Area Risk Protection Insurance Regulations, Common Crop Insurance Policy Basic Provisions, Subpart R, Sunflower Seed, Coarse Grains, and Dry Beans Changes Effective for the 2022 and Succeeding Crop Years

Background

PM-20-045: Area Risk Protection Insurance Basic Provisions, Common Crop Insurance Policy Basic Provisions, and Coarse Grains Crop Provisions Changes Effective for the 2021 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) revised the Area Risk Protection Insurance (ARPI) Regulations, Common Crop Insurance Policy (CCIP) Basic Provisions, and Coarse Grains Crop Provisions for the 2021 crop year for crops with a contract change date on or after June 30, 2020. For all other crops the changes are applicable for the 2022 and succeeding crop years. The changes implement section 11122 of the Agriculture Improvement Act of 2018 (2018 Farm Bill) that required FCIC research and develop methods of adjusting for quality losses.

PM-19-070: Coarse Grains Crop Provisions and High-Risk Alternate Coverage Endorsement Handbook Changes Effective for the 2020 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) revised the Coarse Grains Crop Provisions to allow separate enterprise or optional units by following another crop (FAC) and not following another crop (NFAC) cropping practices for grain sorghum and soybeans when allowed by the actuarial documents, and to make other technical edits. FCIC also revised the High-Risk Alternate Coverage Endorsement (HR-ACE) Standards Handbook to incorporate the changes made in the Coarse Grains Crop Provisions. The changes will be effective for the 2020 and succeeding crop years.

MGR-18-017: Multi County Enterprise Unit (MCEU) – 2019 and Succeeding Crop Years

Background

As announced today, Risk Management Agency (RMA) has developed the Multi-County Enterprise Unit (MCEU) Endorsement in response to requests to incorporate small amounts of acreage from one county into an enterprise unit for a contiguous county. The MCEU Endorsement attaches to eligible Common Crop Insurance Policy, Basic Provisions, and Crop Provisions for the insured crop and allows a producer to combine acreage of an insured crop, by irrigation practice, if applicable, in two contiguous counties in the same state into one enterprise unit (EU).
