Beginning with the 2008 crop year, the Risk Management Agency (RMA) released a new version of the Tobacco Crop Provisions combining two previously existing programs for tobacco into a single policy. The 2008 issuance of the policy included provisions from both previously existing policies, the Quota Tobacco Crop Provisions and the Guaranteed Tobacco Crop Provisions.

Additional Price Election:
In accordance with section 3(e)(1) of the Basic Provisions, the Risk Management Agency is providing an additional price (a new Maximum Over Established Price) for contracted flue-cured tobacco covered by the Tobacco Policy.

Background
On July 21, 2023, the Risk Management Agency (RMA) issued MGR-23-002, Emergency Procedures for Crops Damaged by Excessive Rainfall and Catastrophic Flooding, authorizing emergency procedures for all counties in Connecticut, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.
Since the issuance of MGR-23-002, RMA has received requests for emergency procedures for an additional crop as the impact of the excessive rainfall and catastrophic flooding has evolved.
