MGR-20-008: COVID-19 Relief: Self-Certification Replant Inspections & Assignment of Indemnity Witness Waiver

Background

Many state and local governments have issued “stay-at-home” orders in response to the COVID-19 pandemic, which may prevent loss adjusters from completing on-the-farm replant inspections and obtaining associated signatures required for replant certification purposes. In the absence of “stay-at-home” orders, loss adjusters and policyholders may also be prevented from meeting in person due to concerns of spreading COVID-19.

MGR-19-027: Allowance of Bypass Procedure for Sugar Beets

Background

Due to excess moisture, delayed harvest situations, and freezing temperatures in parts of upper Mid-West and the Pacific Northwest, some sugar beet processors are suspending harvest and delivery of remaining unharvested sugar beets for the 2019 Crop Year. As a result, sugar beets that have not been harvested will likely remain unharvestable due to insurable cause of loss which occurred during the insurance period, such as extremely wet or frozen field conditions.

MGR-19-026: Sugar Beet Insurance Coverage Extended to Clamps

Background

The Common Crop Insurance Policy Basic Provisions state that insurance coverage ends on the earliest of the following: total destruction of the insured crop, harvest of the insured crop, final adjustment of a loss, abandonment of the insured crop, or the calendar date for the end of insurance period. The Sugar Beet Crop Provisions define harvest as the topping and lifting of sugar beets in the field.

PM-19-054: Sugar Beet Clarification - Involvement of Agricultural Experts

Background

The Sugar Beet Crop Insurance Provisions, Section 13(f), added an Early Harvest Factor (EHF) in response to situations when sugar beet processors request a portion of their contracted acres be harvested early. The EHF increases the yield recognized for that year’s harvest, preventing a decline in the producer’s future insurable yield due to early harvest. Section 13(f)(2) stipulates that:

Background

The Risk Management Agency (RMA) is amending the Sugar Beet Crop Insurance Provisions via final rule with request for comments. The final rule with request for comment published in the Federal Register on September 10, 2018.
