Background

Many state and local governments have issued “stay at home” orders in response to the COVID-19 pandemic, which may preclude agents from meeting with policyholders or potential policyholders to obtain signatures associated with various reporting requirements, written agreements, and the purchase of new coverage or adjustments to current policy elections.

Additional Price Elections:

In accordance with section 3(e)(1) of the Basic Provisions, RMA is providing additional price elections for selected APH and SCO dry bean types and dry pea types with a March 15, 2020, SCD.

Background

On December 19, 2019, the Federal Crop Insurance Corporation Board of Directors approved the Hemp APH Insurance Program, a privately developed product submitted under section 508(h) of the Federal Crop Insurance Act. It is available for the 2020 crop year for producers in certain counties in Alabama, California, Colorado, Illinois, Indiana, Kansas, Kentucky, Maine, Michigan, Minnesota, Montana, New Mexico, New York, North Carolina, North Dakota, Oklahoma, Oregon, Pennsylvania, Tennessee, Virginia, and Wisconsin.

Background

The Federal Crop Insurance Corporation (FCIC) revised the Coarse Grains Crop Provisions to allow separate enterprise or optional units by following another crop (FAC) and not following another crop (NFAC) cropping practices for grain sorghum and soybeans when allowed by the actuarial documents, and to make other technical edits. FCIC also revised the High-Risk Alternate Coverage Endorsement (HR-ACE) Standards Handbook to incorporate the changes made in the Coarse Grains Crop Provisions. The changes will be effective for the 2020 and succeeding crop years.

Additional Price Elections:

In accordance with section 3(e)(1) of the Common Crop Insurance Policy Basic Provisions, RMA is providing additional price elections for the Actual Production History (APH) and Supplemental Coverage Option plans for selected states/types in the Forage Production program.

The Federal Crop Insurance Act (Act) allows developers of approved privately-developed crop insurance products (“508(h) products”) to maintain their 508(h) products and charge a user fee to approved insurance providers (AIP) that elect to sell the policy. Section 522(b)(4)(D)(ii) of the Act and 7 C.F.R. 400.712(l)(5) provide that the Federal Crop Insurance Corporation (FCIC) Board of Directors (Board) will determine the reasonableness and approve the amount of user fee that is payable to the developer by the AIP.
