PM-24-072 Downed Rice Endorsement Changes Effective for the 2025 and Succeeding Crop Years

BACKGROUND:

The Risk Management Agency (RMA) revised the Downed Rice Endorsement for the 2025 and succeeding crop years. The changes include updating the formatting for consistency with the Crop Provisions and other plain language and non-substantive editorial revisions.

Background

The SRA Appendix IV Matrix is updated annually in accordance with renewal of the Standard Reinsurance Agreement unless a revision is needed.

Matrix revisions are needed to reduce redundancies, simplify the display of Individual Yield plans with separate endorsements, update Post-Application Coverage Endorsement (PACE), and update conflict of interest review requirements for Downed Rice and High-Risk Alternate Coverage endorsements.

Specifically, the following revisions are made:

Agrilogic Consulting, LLC (Agrilogic), the developers of the Downed Rice Endorsement (DRE) plan of insurance, advised the Federal Crop Insurance Corporation (FCIC) Board of Directors (Board) of their intent to maintain the DRE plan of insurance and charge a user fee to approved insurance providers (AIP) selling the plan. Section 522(b)(4)(C) of the Federal Crop Insurance Act (Act) allows submitters to maintain approved 508(h) products and charge a user fee to approved insurance providers (AIP) that elec to sell the policy.
