The ARH Sweet Cherry and Tart Cherry for Processing Pilot Crop Provisions establish an Annual Price to determine revenue to count for certain appraised or unsold marketable production. In accordance with the definition of Annual Price in Section 2. Definitions of the ARH Sweet Cherry and Tart Cherry for Processing Pilot Crop Provisions, (d), Annual Price is to be calculated from data reported for the crop year by the National Agricultural Statistics Service (NASS) in their publication Noncitrus Fruits and Nuts Preliminary Summary, or by RMA if the publication is not available.

Background

In June, the Cherry Industry Administrative Board (CIAB) that administers the Federal Tart Cherry Marketing Order estimated a large 2016 tart cherry crop and announced diversion provisions on the crop for supply control.

On July 8, 2016 fruit crops in northern Michigan were impacted by a significant hail storm. Reports indicate varying degrees of damage has occurred to the tart cherry crop and has resulted in questions regarding how production on diverted acreage of tart cherries is valued.
